As I hope you are by now aware, Barcroft was featured in the March issue of the Washingtonian magazine. In their feature on great neighborhoods, Barcroft and many other Arlington neighborhoods were identified as great places to live. Beth Fowler’s house on S. 6th Street was prominently displayed in a full-page picture on the first page of the article that highlighted the unique and eclectic architecture that makes Barcroft so interesting. Barcroft in particular was singled out as a great family neighborhood "Where neighbors are friends, and houses feel like homes," to quote the magazine.
And certain to seal my political fate: that stellar quote, right there on page 84: "There’s a lot of birthing going on”" You talk to a reporter for 15 minutes, with all the wit and charm you can muster, praising the neighborhood this way and that--and that’s the line she pulls. While its true that Barcroft residents have recently had a lot of babies, my wife included, the true tone of the interview would have been better reflected if you allow yourself to think of birthing in the figurative sense.
Barcroft is a great place for families to live because of the birth of new ideas, carried out in the form of an original play written about our history, and a new South Arlington music venue that attracts Grammy-award winning musicians to our frequent Community Coffeehouse events.
Most important is the birth of new friendships when a neighbor asks a less able person if he or she can shovel the walk, or when a new resident is greeted with homemade cookies after a day of unloading boxes, or when people of diverse backgrounds, ages and lifestyles come together to solve neighborhood issues and to celebrate together each others’ milestones.
Yes, there is a lot of birthing going on in Barcroft. There is a lot of life, new life, in our community. The Washingtonian is right--Barcroft is a great place to live. I thank you, my neighbors, for that.
As we crawl out of winter into the new life (again with the birthing) of spring, join us for the next meeting on Thursday April 7 where we will host our annual gardening discussion. We encourage all gardeners--professional and amateur--to come and share stories, trade secrets, and learn from each other. The meeting will start at 7:30 pm as usual.

It’s the end of the (BSCL) year, and that means elections are just around the corner. Welcome the New Barcroft Editor
After almost four years, I am turning over the reigns of this
great monthly missive to a new voice and fresh pair of eyes:
Annie Harold will be assuming editorial responsibilities
beginning in May. You may know Annie from her annual narration
of "The Grinch" at the annual Barcroft holiday party, or
recognize her name from the pleasing article she submitted
last month about the nice things going on in our neighborhood.
I started editing this newsletter about a month after we moved
here; it has been a great way to get to know the many
interesting people in our neighborhood. My thanks go out
to the many other people working on this effort: former
and current publishers Susan Hunn and Noreen Atkinson;
ad manager Jim Kerr, all those who hand deliver to over
800 households, and all those who take the time to
contribute their thoughts and news. I encourage you
to contribute your ideas, suggestions, opinions and
local news to the Barcroft Newsletter. Send your

School Board Positions Open
The School Board is seeking individuals to serve on two
advisory councils: the Advisory Council on School
Facilities and Capital Programs and the Budget Advisory
Council.
The Advisory Council on School Facilities and Capital Programs assists the School Board in the continuous, systematic review of school facilities and the capital improvement program. The Board anticipates filling a number of vacancies on the Council for next fall. The duration of the appointment is two years, and the Council usually meets once a month (second Monday of the month, 7:30 PM). Applications are due on or before Tuesday, May 24.
The Budget Advisory Council advises the School Board on the Arlington Public Schools Budget. The Budget Advisory Council does not have a set meeting schedule, but may meet as often as once a week during the busiest portion of the budget development cycle (November - February), and less often throughout the remainder of the year. Meetings are held at 7:30 PM. Applications are due on or before Tuesday, April 12.

Saluting Arlingtonians Who Served WWII
The Office of Congressman Jim Moran is helping the Arlington
County Chapter of the American Red Cross locate WWII Veterans within Arlington County to honor them for their service. The
8th Congressional District of Virginia has one of the highest concentrations of veterans throughout the entire country and
with that some of the most incredible stories of sacrifice.
To honor these veterans and their service to our Country, a
Gala will be held on Friday, April 8, 2005. Senators
Elizabeth and Robert Dole are acting as Honorary Chairpersons
of the first signature Arlington County Chapter of the ARC Gala. The theme is SALUTING ARLINGTONIANS WHO SERVED WWII. The first
Gala will be held at the Women in Military Service for America Memorial at Arlington National Cemetery. The funds raised for
the Gala will support the programs provided by the Arlington
County Chapter of the American Red Cross. To find out more

All WWII Veterans being honored at the Gala will receive two
free tickets to the event. If you have contact information of
WWII veterans that belong to your organization that live

Art Show Featuring Barcroft Artists
Two Barcroft neighbors will be displaying artwork in the Arlington Artist Alliance weeklong "ArtFest" all-media art show and sale. Gary Trusty of S. Woodstock Court does woodturning and creates amazingly beautiful wooden bowls. Kim Perkins of S. Abingdon St. is a painter working with acrylics, oils and watercolors.
The ArtFest is from April 1-8th at the newly opened historic "Hendley House" located at Fort CF Smith located at 2411 N. 24th St.here in Arlington.. There will be live entertainment, poetry readings, and workshops for all ages to learn about handmade books, painting, building with clay, Chinese brush painting and more! Admission is free. There is a charge for some of the workshops.

Lone Ranger Rides in Caboose
If you are interested in railroads, take a weekend walk or ride on the W&OD trail to the big red caboose just below Wilson Boulevard. If you drive, there is parking at the tennis courts. From May 8th
through September, veteran railfan Sedge Moss is the ranger staffing the caboose on Saturday (10am to 6pm) and Sunday (1pm to 5pm). Sedge is a fount of info on railroads and railroading. The caboose is at the old Bluemont Junction, where rail and trolley lines met when the Washington & Old Dominion was still a railroad.
The interior of the caboose is covered with interesting exhibits and displays about those days. There is a guest book to sign, and free icewater in summer. Ask Sedge about rail history. Since he is the only Ranger staffing the caboose, the Parks people call him the Lone Ranger, even though he wears an engineer's cap and no mask! Techniques and cooking methods will be demonstrated and practiced, along with a discussion of ingredients. Be prepared to help assemble various kinds of dim sum. The more we prepare, the more we eat! Asian Dim Sum Part II: Saturday, April 16, 11:00-2:00: This class will follow on what was taught in dim sum part I and will introduce new recipes and techniques. You do not have to take part I in order to take part II. Cost: $35 (Take both dim sum classes and pay $65).

Neighborhood Plant Sale, Barcroft Community House, Saturday, April 30, 2005, 9 AM to 1 PM
The Event!
The 9th annual plant sale will be held Saturday, April 30, 2005, from 9 AM to 1 PM. The event will take place at the Barcroft Community House located at 800 Buchanan Street. Your former neighbors, Peter Wood and Tom Dionne, are organizing the plant sale. They purchase high quality annuals, perennials, herbs and hanging baskets from Peter's brother who has a greenhouse operation on the Eastern Shore of Maryland. The plants are purchased at wholesale prices and sold at local retail value and the proceeds from the event are donated to charity each year.
The Charity!
This year the proceeds from the plant sale will be donated to the Friends of Homeless Animals (FOHA). This was a charity sponsored in 2002 in honor of Peter's dog, Bart, that passed away. Bart was a wonderful dog that he adopted from FOHA. This year's proceeds will be donated in honor of George Coonie. Peter and Tom adopted George at the old age of 11 years old. He passed away this past fall at 14 years old. Although George did not come from FOHA, it is in the same spirit of a no-kill shelter finding homes for dogs and cats that is the goal.

April 11 - Monday: Green Kitchens, 7-9:30pm. Central Library, 1015 N. Quincy. Learn about choices, products, and building approaches to create a healthy, energy-efficient home environment-focusing on the hearth and heart of the home-the kitchen. One block east of Glebe Rd. and one block south of Rt. 50. The entrance will be marked. Safely dispose of household hazardous materials, such as paint, motor oil or other chemicals, at this event. Used bicycles will also be collected by Bikes for the World for recycling. Computers, televisions, and other electronic materials will be collected for recycling as well (a small fee may be charged for some items). April 30 - Saturday: Earth Day 2005, 9am to 1pm at Four Mile Run park, off S. Glebe Rd and Mt. Vernon Avenue in Arlandria, not Arlington. Arlington will join Alexandria in partnership for Alexandria's annual Earth Day Event in Four Mile Run
park. Activities will include a stream cleanup, invasive plant removal, tree planting, and informational booths and fun educational games for kids. There will also be an unveiling of some new bilingual "no dumping in the stream" signs. For more information, please check the Alexandria Earth Day web site.

For Debate: New "Downzoning" Regulations May Limit Addition Size for Single Family Homes
A Barcroft neighbor has called attention to a public hearing on May 7 concerning a proposal by the Arlington Planning Commission that could make significant changes to current total lot coverage regulations. Under the planning commission ZORC (Zoning Ordinance Review Committee) guidelines, coverage areas would be cut down to a range between 16 and 53 percent. Some argue this would help prevent overly large "McMansions" on small lots; others feel it would hurt property values and force homeowners to build up in height, rather than out.

Lane Closure on Columbia Pike: For the next seven months, one lane of Columbia Pike is closed to traffic between South Garfield Street and South Glebe Road. This is the second phase of undergrounding utilities as part of the ongoing Columbia Pike renovation project. The third phase is between South Glebe Road and South Oakland Street.
Arlington Tops List of "Ten Best U.S. Walking Cities": Beating out such walking "Meccas" as San Francisco, Portland (Oregon), Boston and New York City, Arlington was named the #1 walking city the U.S. by the ten thousand member American Podiatric Medical Association.
