President's Report

We had an exciting candidate’s forum at last month’s meeting. Candidates for County Board, state delegate, state senator, County school board and County commissioner of the revenue all attended. Thanks to all who attended to learn more about the candidates. It was a very interesting and lively meeting.
Please, plan on attending the November meeting, where we will discuss parking issues within Barcroft and the County’s current steps to address parking countywide. We will also discuss our neighborhood conservation plan that is over ten years old and in need of modification. The meeting will be held on Thursday, November 6, at 7:30 pm.
I would like to thank those Barcroft residents that have been getting their membership forms and dues in, and especially thank those who have made donations above the membership fee. For the month of September, Barcrofters donated $1945 to the community house fund. Thank you, thank you, thank you.
I hope you are enjoying the beautiful fall we are having. See you all on November 6.

Once again, BSCL would like to thank Our Savior Lutheran for their generosity. We are thankful to have such an active church community in our neighborhood.
In Memorium
Barcrofter Tom Tope suffered a heart attack and passed away suddenly on August 3, 2003. He and his wife Sharon have lived in Barcroft since 1985. They have both been active with the BSCL. Tom loved attending BSCL events. He was frequently seen cheerfully flipping burgers and hot dogs at the Barcroft 4th of July Parades. He was always willing to assist with the set-up and clean-up of various happenings at the
Community House.
Tom worked at the Navy Yard as supervisor for a computer network at the Navy Yard. He was a longtime very active member of Faith Lutheran Church.

Backyard Wildlife Habitats
Barbara Clemens and Jack Reed at 637 S. Stafford just had their property recognized as an official National Wildlife Federation (NWF) Backyard Wildlife Habitat site. They have joined the many habitat enthusiasts who have turned their backyards into a wildlife refuge.
NWF began the Backyard Wildlife Habitat program in 1973, and his since certified over 33,000 habitats nationwide. To be certified, you must show the NWF that your property provides food, water, shelter & places to raise birds, butterflies, and other wildlife. The average habitat is between 1/3 and 1/2 acre, but certified sites range from urban balconies to thousand-acre area. Columbia Pike Streetscape Task Force: Update Forum
On Wednesday, November 5th, the Columbia Pike Streetscape Task Force will hold a meeting to brief citizens and hear citizen comment on the direction the group is taking prior to preparing the first draft of its recommendations. The Task Force is charged with recommending to the County Board how the new street should be laid out, and has been
working up a consensus on lane widths, street trees, sidewalks and other elements. This is probably the best time for citizen comment, early in the process. There are four Barcrofters on the Task Force and you can call or email any of them: Harvey Berlin, Bryant Monroe (Vice Chair of the group), Elaine Squeri or Randy Swart for more info. The meeting will be held at 7:30 pm at the Career Center, Walter Reed Drive at Columbia Pike (behind the branch library).
St. John's Offers Advent Concert
St. John's Episcopal Church, 415 So. Lexington St., in Glencarlyn, will present a concert of Advent and Christmas music on Sunday, December 7, 2003, at 7 p.m. in the church. The St. John's Festival Choir will offer seasonal songs by composers from Bach to Dale Wood. Accompaniment features piano, organ, harp, flute, clarinet and tone chimes. A free-will offering will be accepted. There will be a reception following the concert. Child care is available. For further information, call 703-671-6834.
Reminder: The St. John's Morning Guild Harvest Tea and craft sale will be Saturday, Nov. 8, from 1:00-3:00
p.m. in the church's undercroft. Admission is $20; doors will open at 1:00.

County Public Information Sessions:
Nov. 5th & 10th
During November the Arlington County Department of Environmental Services (DES) will be holding two public information sessions to solicit input from residents on the Solid Waste Management Plan update and the Water/Sewer Rate Study. The two sessions will be held on Wednesday November 5 and Monday November 10. Each session will be broken into two identical one-hour segments:
- Wednesday November 5: 7:30 pm and 8:30 pm at Aurora Hills Library (735 S. 18th Street)
- Monday November 10: 7:30 pm and 8:30 pm at the Central Library Auditorium (1015 N. Quincy Street)
The Solid Waste Management Plan establishes Arlington’s strategies for solid waste management in the county for the next 20 years. The Solid Waste Management Plan also serves as a guide for the future growth of the County’s solid waste management system. The types of issues being discussed in the Plan update include:
- Residential, commercial and multi-family recycling programs;
- Organic wastes (grass, leaves, food waste, etc.);
- Disposal of hazardous or special wastes (paint, batteries, electronics, etc.); and
- Financing of solid waste programs and equitable allocation of costs.
The Water/Sewer Rate Study will provide a model for future rate structures for water and sewer charges. There are many types of fee structures that are being considered in the study. There are different methods for calculating water/sewer rates based on consumption, and other types of fees that could be employed. The types of issues being addressed include:
- Funding needs,
- Optimal rate structures, and
- Level rate-growth.

6 Costly Trade Up Mistakes to Avoid
Unlike the experience of buying a first home, when you're looking to move-up, and already own a home, there are certain factors that can complicate the situation. Not only is there the issue of financing to consider, but you also have to sell your present home at exactly the right time in order to avoid either the financial burden of owning two homes or, just as bad, the dilemma of having no place to live during the gap between closings.
Below is a summary of the 6 most common mistakes homeowners make when moving to a larger home.
Knowledge of these mistakes, and the strategies to overcome them, will help you make informed choices

1. Not Cross-matching criteria. You need to be aware of ALL available homes as they continually enter the market
2. Failing to make necessary improvements. There will be home fix-ups you can do to enhance it in a prospective buyer's eyes (they don't have to be expensive).

6. Failing to coordinate closings. With two major transactions to coordinate together with all the players involved the chances of mix-ups and communication go up dramatically. To avoid a logistical nightmare ensure you work closely with an experience agent.
