The untimely passing of Charles Monroe on Saturday, January 12, has saddened all of Arlington. A most distinguished leader, Charles did so much for so many Arlington neighbors that we were eagerly awaiting the opportunity to have him serve as Chairman of the Arlington County Board this year. In a particularly local note, we are reminded that it was Charles Monroe who championed the addition of 3rd, 4th and Abingdon Streets to the Buchanan Street Traffic Calming project. He understood and persuaded others that street by street traffic calming was not enough in
all situations and that we must have the speed humps installed on not only Buchanan, but on the adjacent streets as well, to truly slow the speeders down. Thank you Charles. Every time I drive over those humps, I remember what you did for the Barcroft neighborhood and say thanks.

Based Code, and Presentation on the Living
Wage Campaign

Join your Barcroft AND Columbia Forest neighbors on Thursday, Feb 6 at 7:30 pm to discuss the proposed Form Based Code for revitalizing the Columbia Pike Corridor. The draft Form Based Code will lay the guidelines for re-development of the Pike. It is up for approval by the County Board at the Feb. meeting. This is a crucial period for Columbia Pike and for realizing the quality of life the community wants and deserves.
The Columbia Pike project and the proposed FBC are tremendously important to both our Civic Associations as so much of our perimeter directly borders the Pike. Both Barcroft and Columbia Forest have been intimately involved with the evolution of the Columbia Pike project. Barcroft’s own Bryant Monroe has been an active member of CPRO, and has recently assumed the role of president of that organization. Both Civic Associations have participated in numerous public meetings, actively worked with County, CPRO, and consultant staff at the design charettes, and have formed working groups that reviewed the draft form based code.
From the review by the working groups, numerous concerns arose about the code as it is currently presented. To assist residents in understanding the document, Richard Tucker, Arlington County’s Columbia Pike Initiative Coordinator, will join us to provide a full briefing on the document and to explain the footnotes and the wording of some sections as well as the provisions for our area of the Pike. We invited Charles Monroe to attend so that the County Board will understand our concerns. At this time, we do not know who, if anyone, will be representing the Board for this meeting. We urge interested neighbors to join us on Feb. 6 to better understand the document, since this is the final opportunity for adjustments before the Code is adopted.
Also on tap for the evening will be a brief presentation by Barcrofter Chris Siple about the Arlington Living Wage Coalition. This coalition has formed to encourage the County Board to pass a living wage ordinance. Mr. Siple will have a petition for any body concerned about passing a living wage to sign. Radio Days, an original barbershop harmony production, will be presented by the Arlington Chapter, SPEBSQSA, Inc. with the Arlingtones Barbershop Chorus and quartets and featuring the 2002 MBNA America collegiate quartet competition silver medallist “Iguanas in Flight” at Thomas Jefferson Community Theatre, Saturday, March 1.
